William G. Riggins

With KCP&L since 1991, Mr. Riggins also has served as Assistant Corporate Secretary, Attorney and Manager for KCP&L and Great Plains Energy, overseeing various legal, regulatory and governmental functions.
From 1988 to 1991, Mr. Riggins served as the State of Kansas’ first Consumer Counsel. Mr. Riggins served as Assistant Public Counsel for the State of Texas from 1987-1988, focusing on state utility regulatory law and the litigation of public utility cases. From 1984 to 1987, he served as Attorney for Kansas Legal Services in Topeka and Pittsburg, Kan., with state utility regulatory, consumer and administrative law his primary emphasis.
He holds a Master’s of Business Administration degree from the University of Missouri-Kansas City (UMKC), and Juris Doctor and Bachelor of Science degrees from the University of Kansas. He is a Member of the Edison Electric Institute’s Legal Committee and the American Corporate Counsel Association. Mr. Riggins is a UMKC adjunct faculty member, Board Chairman of the Swope Health Foundation, and a board member of Bridging the Gap.
